☆Economic Sanction. 経済制裁

コロナ禍の上海で厳しいロックダウンが続いています。　多くの日本人居住者が不便な生活を強いられている様子がテレビのニュースで報道されていました。　労働力確保に支障が生じ、生産が追いつかないとか…….確か、中国は、ウイグル地区や香港での人権問題/領土問題などを踏まえ、厳しい経済制裁が取り沙汰されていたが… 結局は、経済重視なのか。　どうなっているんだう…経済制裁は、効力あるのだろうかと、ふと、思いました。

With the spread of the Omicron variant , Shanghai has been strictly locked down by the Chinese government which is enforcing a zero Covid policies. According to aJapanese media coverage, many Japanese expats are confined in apartment complexes designed principally for employees of Japanese companies. It has been reported that the temporary suspension of their operation/production activities brings significant financial damage to companies establishing themselves in China. This made me wonder what happened to the economic sanctions imposed on China in connection with human rights abuses in the Xinjiang Uygur Autonomous Region and Hong Kong. Can economic sanctions work when ignored by companies prioritizing profits over human rights?

☆正当防衛　“legitimate self-defense”

ウクライナ侵攻… 現況をちょっとメモっておきました。

ウクライナ政府は、自国の国土/国民を他国からの攻撃に対して正当防衛しているだけで、ロシア国土/市民に対しては、一度も報復攻撃をしていない。　よって、今回の武力行使は戦争ではなく、一方的な侵略行為。1) ロシアの横暴を、一日でも早くとめる大きな力はないのだろうか？（工場などウクライナの生産基地のみならず、住居/学校/病院/環境/歴史的文化遺産なども破壊する行為や幼児/高齢者を含む一般市民に対する残虐な攻撃は、国際法に反する”genocide “ 大量虐殺”である。）　2) 国連は、ロシアが安全保障理事国で拒否権を行使し続ける限り、無力。今後のためにも、国連や、国際法を行使する機関のシステムを修正する必要がある。3) ロシア国民にも、”genocide”の状況や、政府高官が莫大な私財を西側国に持ち出している事など、正しい情報/真実が届いてほしい。　ウクライナの人々が、早く、自国で、平和に暮らせる日々が訪れますように！

The Ukrainian government has never attacked people nor buildings in Russian territory since the invasion started. They are just protecting their land and people from the brutal actions of Russia. Clearly, it’s a legitimate case of self-defense against foreign agression. 1) Aren’t there international authorities which can immediately stop Russia from killing innocent civilians and from destroying not only Ukrainian residential/educational/medical buildings, but also many important cultural and historical assets of the country? 2) As for the UN, as long as Russia, a member nation of the Security Council, maintains the right to veto any action taken, no UN rescue measures can be implemented. UN protocols for responding to a humanitarian crisis require modification, specifically to save the lives of those threatened by evil. 3) Also, ordinary people in Russia need to be informed of the “genocide”, as well as the greed and corruption of their leadership who until recently enjoyed a lifestyle of luxury, much of it in western nations. Quoting from the Bible (Russian Orthodox version), “Love your neighbor!” Stop the genocide!

先週、４回目のワクチン（２回目のブースター）を近所のドラッグストアで受けました。ニューヨークの感染者数はまた増えてきているので油断はできませんが、気持ちは楽になりました。　「米語Watch」をお送りします。読んでいただいてありがとうございます。

Transgender Sports Ban　トランスジェンダー選手の出場禁止
　Transgender Sports Ban（トランスジェンダーの選手を、女子のスポーツ大会から除外すること）について、全米で議論が巻き起こっています。Transgenderとは、出生時のからだの性別に違和感を持ち、自分が自覚する性として生きる人です。

　先月、全米大学水泳選手権でトランスジェンダーのリア・トーマス選手が女子５００ ヤード自由形で優勝しました。間髪入れず、保守派のフロリダ州デ・サンティス知事は、彼女の勝利に異議を唱えました。これまでフロリダ州を含む１０数州で、一般の女子選手に対する配慮として、Transgender Sports Banを法律で定めています。

　トーマス選手は以前は男性選手として競技に参加していましたが、女性としての自覚に従って、ルールに基づき数年前から 体を変えるホルモン療法を受けてきたそうです。（しかし、治療を受ける前に蓄積した筋肉やその他の身体的特徴は、残存しているとの指摘があります。）

　アメリカの若者の多くはトランスジェンダーを含む性的少数者に理解を示し、その生き方をサポートします。しかしスポーツ参戦には、一般の女性選手の立場を損なわないのかと、思いは複雑です。Transgender Sports Ban、皆さんはどう思いますか？
